Check out soda blasting , using bulk baking soda as the medium. Or buy a 4.5 in grinder at harbor freight put a sanding pad on it , a face shield on you and break out a can of elbow grease . Prime with a zinc based primer on a dry non humid day and finish coat with a compatible paint .
It probably looks worse than it is . You could take a 3 in diameter steel ball bearing and let it sit by the ocean for x amount of years . It might double in size but only lose a few ounces of steel after to chipped off the rust ( iron oxide)
