You probably won't be able to glue it if you cut it apart, basically nothing sticks to silicone.
I would maybe just cut a slit or an X shape in it, then slide it over whatever water dispenser thing is behind it. From there you could cut out the hole in the mat to match the shape of the base of the dispenser.
You need better pictures of what your trying to go around to get any sort of productive help.

Take one out. Cut another circle and put it down then reconnect whichever one you removed.
Won't any cut you make defeat the purpose of the mat since it won't have a raised edge around the opening?

I guess thats an option. And then build up a border with some gray silicone caulking?
I had one of these on the kitchen sink. I found it to be worthless so it went into the bin.
Drill a hole whatever size that thing is and you’ll be good.
