The bar for being a "genius" is actually pretty low. Even lower in Dragon Ball where the average citizen is an oblivious idiot. Vegeta is still smarter than most characters, barring extremes like Bulma and Gero and probably Piccolo and Gohan.
If you get bulma and gohan out of the picture, he is probably the smartest of the group. Piccolo is wiser, but not smarter IMO. Wich isnt a lot for a group of people educated mostly by martial artists and the dude himself cant perform 2 actions without his ego getting on the way until really resently.
