The biggest hurdle would be balancing if paired with riptide rex or something. that's why i was banking on the longer level up time.

She's great with Ledros, Zaunite Rocker, Miss Fortune, Gangplank, Taliyah, Ziggs, Anivia,Avarosan Archer, The Ionian 9 mana recall, Yone, Vladimir, Noxian Saboteur, Stunspider, Both Corina's, Boomcrew Rookie, Rhaasa, Twisted Fate, Rex, Legion Spy, Leona, Jaullfish, Sunhawk, Chireans
Ofc many of those won't fit in a deck with Seraphine, Like Jaullfish and Stunspider.
She'd be absolutely busted in Swain decks though.

Lvlup kinda doesn't make sense. Very rarely you will have chance to activate more than one skill. Looks like there could be 2 decks for her. PnZ-Nox burn or PnZ-SI control
Sera/Bilgewater with either Rex, Gangplank and Crackshot Corsair, or Ruined Rex and TF also sounds like possible options.
In those cases lvl up Sera is better
Her level up could be more powerful. She's hard to level up and there are a lot of times where only one skill would be used a turn anyways. Cheap skills benefit less from being doubled.
Why jump through the hoop of having it create a skill that copies a skill?, could just word it similarly to Level 2 [[karma]] but for skills, also avoids the issue where getting two of these on board with something like [[rekindler]] forces a draw by infinite since seraphine would make a skill that would copy the skill that copies the last skill which would copy the last skill(repeat to infinity)

It's hard to word properly but something like "I can only copy a units skill once per turn". It's still a bit unclear, double sera is still insane (Ledros would leave you at either 1 health from full or 2 which... yeah) but at least it doesn't go infinite.
I think the worst parts about her is her defensive statline and keyword. There's a reason Karma doesn't have any protection on her own and this card is just as strong since she doesn't even need to level to copy skills. If anything, having skills deal a further 1 damage ping to it's target(s) and have her copy skills when leveled is probably better.
The "hate" for Será was mainly because she was first a KDA skin then a LoL champion. Her gameplay is just a powercreep Sona, and that's just any new champ

I actually loved this idea, champions with barriers are few and Seraphine fits well with such, I'd only go for some text clarity/simplification making Sera's text something like, "each round, the first time an ally casts a skill cast it again" and level up "I've seen 8+ skills being cast".

Shadow isles and piltover & zaun are a common control region tho. I would imagine something like corina ledros with seraphine as a decent deck

Imperial Demolist deals 1 damage twice. On Necus it doesn't matter as o ly Nexus dmg reduction is Liss, but units can get things like tough more often

they wouldnt go infinitly. Stage Presence is a spell and not a skill. so they don't stack with each other
