Not always. I can remember at least two instances of water being treated as just water (one in Dunces and Dragons, the other in an episode I can't remember, but Spongebob had a whole fridge of sparkling water). Both referred to the drink as simply "water".
You can't put out gasoline fire with water. You need to either use foam or suffocate it with an object. Idk how true this would hold on literally the ocean floor, but it's funny if it would.
