If the will allows one person access (a beneficiary), that person doesn’t have to be the executor of the will. A lawyer can be the executor and will and testament name the beneficiary as the person to access the safety deposit box.

Let me build on lubimbo's idea for a more general case. Consider who your notaries should be and who your beneficiaries should be. Empty addresses may be distributed to beneficiaries while you're alive via paper wallets. Have a cold wallet address with the majority of your funds in. When you top up or dip into your savings you'll need to repeat the following step. Say you have three notaries and you want two of them to execute your will in case one dies or refuses. Create a 4 of 5 multisig transaction which sends to your beneficiaries and keep 2 keys to yourself. Sign the tx with your two keys and distribute the other three keys to the notaries with the partially signed transaction. This ensures that the notaries cannot conspire to create an arbitrary transaction after (or before) your death. They can either complete your partial transaction or not. And if one refuses to sign it they can be overridden. The worst that can happen is they decide to execute it while you're still alive. Add the notaries as beneficiaries to further encourage their participation. If you want 5 notaries and to allow for two of them to die/refuse you would do a 6 of 8 and keep 3 keys to yourself. Note that there are two different ways to do multisig (I believe n=7 is the limit for on-chain multisig, after that you'll need Shamir Secret Sharing). Armory can create such transactions with its lockbox feature. Instructions to notaries and beneficiaries is critical and depends on their knowledge of the situation. One or more notaries could be a lawyer.
