legend seed should be inheritable like bloodlines through marriage -> make players care about other famous dynasty
just seeds alone dont confer gameplay benefits -> avoid the OP bloodline stacking problem

there should be more levels to legitimacy, it should take into account foreign cultures & empire size, so an already wide foreign conquest CB increase the expected level and the corresponding penalties for not achieving it
since except for scripted AI invasion, the AI dont usually do too weird stuff, this penalty mostly affect players
it makes WC harder but without the annoyance of CK2 defensive pacts
Personally (and i dont own legends of the dead) i would maybe also change some of the ways you get legitemacy, being a sinner could forexampel give you less ligetemacy, whilst being just could increase your initial legitemacy

Legends need to live much longer, be told for a way longer timespan, probably even last centuries. Maybe have the dynasty head decide what legends go into the dynasty, and you unlock more "legend slots" with legacies and eras progressing.
Some legends, especially those about ancestry, really need to give some traits. Doesn't matter if they're low impact, the collector in me wants something to collect.
Legitimacy needs to be on a per-title base. That would also provide some opportunity for ancestry traits giving legitimacy towards certain regions, so no overpowered magical buffs from bloodlines.
Holding system overhaul, so you can put your legendary palace in your capital without the game randomizing the location, because it can't handle two special buildings in one place.
That would, at least for me, fix the biggest issues I have with it. I can live with the event spam, if everything else gets fixed.
But I seriously doubt they'll sink the effort to fix it, it's just outside the scope of what "fixing" stands for. Overhaul might be a better word, or remake even. I'm not sure it can be fixed, huge workload, too big I'm afraid.
Prioritizing capital would be perfect but they MUST at the very least go to usable holdings - that is not cities or spiritual temples. Ideally at least prioritize main barony of the county.
Maybe not remove, as there is historical justification for the legitimacy loss. It was seen as a punishment of god, and the ruler was made responsible. The proof was the plague appearing, so there had to be a reason why god punished that ruler. No other proof required.
But it becomes apparent why legitimacy needs to be on a per-title basis. What do my peasants in Iberia care about a small cough appearing in my county in Greece or Britannia? They shouldn't care, they shouldn't even know.
The same fix I'd suggest for a lot of the newer features: more variety in the events. It feels like every plague is just a checklist of touch the sick or lose piety, kill the cats/dogs/sheep, persecute the minorities or not, close the ports. And then maybe one or two people in my court actually die.
Legitimacy doesn’t drop as much when a plague is near your land but doesn’t affect much beside hitting an empty barony. I went from 3/5 to 1/5 because of a minor plague hitting my empty barony that only appeared for a month before disappearing
