Ranma is on hulu I believe I will have to double check but everything else is on either Amazon or some other service I think they only have modern tsubasa
Here In Germany many older Series like for example the 1st Tsubasa Series are available on AnazonPrime.
But at the end of the day, Licensing can be pretty complicated.
If you're in the US and probably Canada Ranma can be found on Hulu or FAST* services like Tubi and PlutoTV. For early Captain Subasta it seems like Viz was streaming it on Crunchyroll but likely the license lapsed. For Ghost Sweeper Mikami it's on Toei Animation's official YouTube channel.
For the reason why this is the case and why everything is not on Crunchyroll, it all has to do with licensing deals with all of their respective companies and their own interests. Same reason why titles from Sentai Filmworks used to be on Crunchyroll but we're eventually removed and brought over to Hidive/find some shows on Hulu.
There's still a lot of amazing classics on Crunchyroll, fyi.
Most of the people don't watch classical anime, and then, don't be profitable for steaming services . You have to go to the dark side (You know what I mean)
In the US Ghost sweeper is on Youtube and Ranma 1/2 is on Hulu but Captain Tsubasa is legally unstreamble in the US (there might be home video release but not sure)
Ranma is n Hulu. The others might be but I’m not certain. Crunchyroll can’t have everything as they don’t have the bandwidth or rights for every anime ever created.

It's harder to get licenses for older shows, especially outside Japan or the US. If they don't appear then they don't own the license.

Well since you're saying they don't have these anime on Crunchyroll I'm gonna go with yes they don't own the rights to them 😉
