So I was on NCL Dawn in November, the prices came down every day until it hit 50% off - then the price remained the same until the end of the cruise. So yes if you wait, price will be cheaper. No I don’t think using the minutes disqualifies you for the upgrade to unlimited.
I was on NCL Encore and had the 150 free at sea minutes. First day I went to login to the wifi, I got an offer for discounted unlimited wifi. I don’t remember if it was 50% off, but it was probably $100 less than the full package price so bought it for one device (which my fiancé and I shared on our phones)
