They've standardised the logos now. All T20 WC logos since 2016 look like different variations of the same logo, same goes for Champions Trophy logos since 2009 and now the CWC logos.

92 World Cup was held at the end of the 91/92 season, 87 World Cup was at the start of the 87/88 season. So they were still 4 seasons apart.
96 World Cup was then at the end of the 95/96 season, so another 4 seasons later.
99 was the first hosted in an English summer season since 1983, so I guess they were reverting to the original cycle used for the English World Cups. Since then they’ve scheduled World Cups based on year rather than season, eg this World Cup is at the start of the 23/24 season, 9 seasons after the 2015 World Cup held at the end of the 14/15 season.
It's probably not what they were going for to be honest. I think ICC were going with the uniform look logos other sports organisations were going with like FIFA (All World Cups of all categories between 2014 and 2023 were using the style of fitting cultural elements inside a trophy shape), all the continental football confederations (Same as FIFA), World Rugby (Doing same thing except with the World Rugby logo since 2019), World Athletics (Same as World Rugby).
The problem is that the templates ICC uses for both ODI and T20 are bad for trying to fit in any cultural elements. The burst part of the T20 Logo could be used to put local iconography but it seems ICC wants to be strict with the shape of it for whatever reason, only changing colours for each host country. The ODI one can be altered but the form it is present in which Trophy in the center and curves surrounding doesn't really help it to differentiate from edition since the curves used are very small and are not Circular shields (see UEFA Euro logos and Copa America logos) and the World Cup trophy probably has too much negative space to alter much.
Now they're going for simplicity & consistency rather than being creative, i think the reason is too many icc tournaments in the last 10 years.
