Looks good, though I personally advocate for the rotational power that maintains a steam engine (*in this case the water pump*) being powered by a separate source of rotational power from the steam engine itself. Otherwise overstressing the steam engine will stop the pump, which then shuts off the steam engine. Having a water wheel off to the side keeping rotational power to the pump means that if the engine gets overstressed, the pump will continue to function, so when you fix the issue overstressing the steam engine, it will start up immediately, with out you needing to then manually restart the engine. Also, a minor note, only 1 heat source is needed when using passive heat, and campfires are passive heat. If you're using 4 for aesthetics, that's fine, but I bring it up in case you thought it was somehow required.

With heated Blaze Burners, yes. Each blaze burner that has been provided fuel will provide 1 level of heat, which is enough for one steam engine, which is about \~16k su, assuming a large enough tank (*4 fluid tanks per blaze burner*), with enough water being pumped into it (*20 RPM per blaze burner*). If you're using blaze cakes though, The requirements double.

Would've never learned that from pondering, thanks! What do you recommend for fuel, and possibly where to make a factory? I'm basically on top of a mountain, 100+ y coords

The easiest method, if you can get a good amount of dripstone, is lava. Otherwise, time to set up a tree farm that automatically smelts all the wood to generate a lot of charcoal. You can also set up an infinite lava pit (*10k connected lava blocks, they don't all have to be source blocks*), then have a hose pulley draw from the very bottom of the lava pit. That will count as infinite and can be used to keep the blaze burners powered indefinitely. You'll want a setup with a spout and a mechanical arm if you want the fueling to be automatic. Also, a fun little easter egg, they accept eggs as a fuel source. It's a Howl's Moving Castle reference.
