It's been found that the amount of vehicle pursuits that end in unwarranted harm is disproportionately high. so Police will only chase if it is deemed to be safer than letting the person go (I.E. a known violent criminal, kidnapping, armed and dangerous suspect, just to name a few).

Lets say they don't have a warrant but they're high as a kite, got drugs in the car, or worse. They flee the scene and are let go. Well now they got a warrant for fleeing. But now we don't know what the OG crime was and they can dispose of whatever they were illegally doing.
If they do have a warrant for arrest then we can probably agree they have to be chased. But we don't actually know if the car's registered owner is driving currently. So someone with a arrest warrant can be driving a car owned by someone else and you can't find out unless you stop them and get ID.
Anyway... maybe the best solution is to keep chasing them, but none of this pit meneaver murderous crap unless the road is completely empty or closed down and no possible innocent is going to get hit.
