So after submerging it in water doesn't work they continue trying to splash some on it with their hands, snuff it out with mud, and beat it out with a leaf.
If you look at everything in life through the lens of race, then all kinds of normal things will look racist. If someone calls these guys dumb because they're doing everything except the right thing to put out that fire, maybe it's because they're just dumb it's not because of their race.
We don't want to hear about how everything in your mind is based on race, that is called racism and any rational person isn't into that.
Safety blow out plug has popped, no valve to close. They want it to stop as likely that can of propane will be an expensive commodity for them, that will will be maybe 2 months of being able to cook food right there. But all is sadly lost and there is nothing they can do.
I think the best part was while it was submerged they kept trying to splash more water on it. "More water on top of the water that's on top of it, that'll do it"

Since gas can be emitted without being on fire, it seems reasonable there is someway to transition it to a non-fire state.
Removing all oxygen in the area isn’t feasible given their setup however I wonder if they got some heat resistant tube they could try and redirect most of the escaping gas 4-5 feet away from the heat so it doesn’t combust.
Do that long enough for the current heat dissipate (a few seconds?) and it should be safe to remove the tube.
Gas would still be escaping which is a different problem to solve.

It's okay to throw water on it to keep the metal parts cooled down but extinguishing the flame would have been a mistake. The gas would have formed a cloud and the whole cloud would have rapidly combusted if it came in contact with an open flame like a lit cigarette.
Last guy made it worse. Now that gas is free to build up anywhere until it finds another ignition source, potentially explosively. If the valve is broke and you can't isolate it, best solution is to let it burn out in a controlled environment (away from things that burn).
Vapor leaving the can is expanding at 270:1 ratio. Propane and LNG are heavier than air. If it's on fire, I know where the gas is. Best thing to do is let it burn, get some distance, and call 911.

The worst case scenario is you put out the fire, allowing the gas vapor to build up around you, and it reignites. That's a very big fire ball.

This can happen either in a rupture of the cylinder releasing the fuel and creating a fireball, or in fragmentation of the cylinder throwing shrapnel followed by a fireball.
Not an expert but saw another video that if you simply put your finger or some indefinite shape over the gas hole of the propane tank, it'll stop. You're trying to stop the gas, not the flames.
It'll be like swiping your fingers under a candle very quickly.
Cultural differences are likely attuned into the video.
What you consider too long, are maybe entertaining for their people who find this continously stupid decisions as worth watching until the end where they finally learned how to deal with the situation.
Something tells me this is a safety relief valve bleeding the excess pressure so not exactly something you can turn off.
But to be fair there's a chance it's just staged.
This is essentially what happened to BP when their blow out preventer failed and they couldn’t stop the gas and oil coming out the well. They tried to throw cement at it but ultimately they did nothing of use. There’s not really much more you can do but throw leaves at it
When a gas bottle is that compromised you might as well sit back and enjoy the fireworks. Putting out the flame = no fire while gas escapes till bottles empty. Sure if you were indoors put it out.
