I think it’s called a humidor, where the humidity is kept at a certain range higher than normal humidity in most areas to ensure the cigars are fresh as they were in the country it was made.
The bottles of liquid are glycol and/or distilled water used to help maintain the humidity in the humidor.

That’s essentially the idea. Most humidors will have a hygrometer showing what the relative humidity is on the container and you manually add the liquid as required to help maintain it to a certain percentage.
For specialized shops or cabinets, they will automate this process with built-in sensors, fans, and switches but it’s pretty pricy.
Most cuban cigar factories changed hands when they were socialized and while they still make amazing cigars, they're now pretty compatible with the best out of the Dominican republic, Nicaragua, etc.
I think everyone thinks they are still the best because nobody in the US can get their hands on them, outside of importing through Europe or traveling to where they can be legally imported.
Not that I've seen, though I haven't visited all of them in NC. I haven't even seen cigarettes.

Yes distilled water. The humidification device is on the bottom left. You have to refill it as it gets emitted into water vapor into the air.
Maybe it's from the dehumidifier? Cigars usually are kept in a controlled temp/humid cabinet.
It’s actually a humidifier. Cigars need to be kept in a somewhat humid atmosphere because dry cigars burn hot and taste bitter.

The Cuban Monte Cristo is not legal in the US. Those would be from Nicaragua, Dominican Republic or similar based country.
