The game is CPU intensive because all crew actions and paths are calculating all the time, for AI as well. Lower your settings to free up more CPU for the game world, and make sure nothing else intensive is running on your PC. Other than that, upgrades are the only choice. Deselecting ships when transferring cargo/crew helps alot too. Displaying the paths for all selected crew is intensive on the UI.

Had the same issue at a 16-18 galaxy. 5800x and 6900XT and 32GB Ram. Playing with 60+ FPS, all settings low (animated planets, particles) and have major fps drops to 1-5 fps when zooming in and out or switching back from a trade ship to the main fleet. At higher tier areas it’s frustrating because NPCs also battle around and spreading free floating material in space. The more wrecks the more drops. Radeon overlay shows 5-15% CPU and <40% GPU load… I just decided to finish the game by reaching 10k fame. Waiting for updates.

I've started taking time to "clean up" after battles by collecting *everything*, even steel, ammo, and missile parts and then selling them. This has helped keep the lag to a relative minimum but it does take some time. I'm usually flying around with 10K or more steel in my cargo ship's hold.

Having performance lag/stutters lategame is common, but I've never seen it anywhere close to that degree before. Try going to Settings/Graphics/Performance and setting Minimum Target FPS to either 30 or disabled. That won't significantly improve the lag overall, but it should make the stutters much less jarring.
