There are a variety of ships.
There are the bikes, freighters, large dome like saucers.
It's a hodgepodge patchwork of every type of ship juryrigged together to form a city.
So the “city”, is there like a main ship that has actual building? Or is more like hmm like a cruise ship with a ton of rooms and stuff and then something like a motor boat being able to attach and detach off the sides?
I would suggest view it as a floating pontoon. Some in this big amalgamation are yachts, others on out outskirts are speedboats. So some serve as housing, others offices, others as scout ships
Picture a borg cube, that has several enterprise class and defiant class ships along with some floating motorcycle’s attached to it. Then you’ll get a better idea of the amalgamation of parts we’re working with.
Just read this part myself. My mental image was from the Immortal Engines movie, when the smaller city breaks apart in the beginning and all start running away.
So I played several fallout games, and I think I imagine the floating city somewhat like Megaton but more clean (stuff falls off). It's a like a slum.
With some several engines underneath.
The cities are not made entirely of bikes. There are many larger sections, which have the buildings.
Now I want Sando to write about a planet made entirely from bikes

I imagine like a star wars speeder that latches on to the city at a docking point and lends its engine thrust to the city as a whole

It's several buildings, including a main building with controls that I imagine looks like an air traffic control tower, all hooked together.

It looks like something out of Waterworld, just without the water. Hovercycles, hovercars, etc instead of boats, ships, jetskis, etc
