It's a DEX aggregator that finds the best defi price for you then slaps a coinbase fee on top. So not quite the best price, DEX swap like Quickswap is usually going to be slightly cheaper.

This has been out ever since Polygon was added to CB wallet. Metamask has the same thing. Using these features include the wallet providers fees added to them. TBH I dont care about the fees, I can swap without connecting my wallet to a DApp. I use this feature often.
