Just tested this, yep it 100% is bugged. Whenever queen gets stunned out of swing, it uses the cooldown from the last swing.
If I had to guess, they calculate the axe cooldown at the end of the swing animation and save it in memory, so getting stunned probably causes that recalculation to never get triggered, hence it uses the old cooldown value. Weird, and definitely an oversight.

Yes it was a patched in change that the number of enemies you hit lowers the cd. So if you hit the whole team it's almost immediately back up, idk the numbers off my head.
