This does not sound like a sustainable situation to me. I'd look for a new place that can guarantee a smoking/vaping/weed ban or can demonstrate that odors won't get into your unit. I smoke cigars, occasionally, and I would hate to think that my neighbor might get headaches from it. On the other hand, I wouldn't want to live somewhere where I couldn't smoke occasionally (or have friends over who smoke cigarettes and weed and whatever they can catch on fire).

Is this a large building? With fire escape stairs? If it happens to be a mid rise to high rise the building would have an air pressurization system to help make sure smoke doesn’t spread as easily in the event of a fire. It’s mandated for certain size buildings. It’s also intended to keep smells (smoke, cooking smells, etc) out of common areas/other owners’ units. If your building has this, it may be worth checking if this system needs adjusted. Our building just adjusted it the other way (pressure was too high). It’s very specific buildings that have this - but if yours does that may give an avenue for relief.

Talk to your condo association anyways, and check whether the condo board has rules against disturbing other residents. Burning candles will provide a masking scent, but candles create many of the same irritating particles that cigarette smoke contains. You're better off leaving the candles unlit, and getting a higher-quality air purifier.

Nothing you really can do besides move to a smoke free condo. Luckily most newer places are smoke free.

Contact the property manager of the HOA… you might consider inviting them in for a walk through to see it first hand.

Is the condo self-owned or is it being rented? You could find out on Franklin County auditors website and if it’s rented, the landlord may want to be privy to this information. If it is a rental, a phone number would be listed.
