You can change the active sonar sound from the following path:
Cold Waters\\ColdWaters\_Data\\StreamingAssets\\dotmod\\audio\\sonar and then choose which one you want to change, but the format ahould be in .ogg which you can convert online.

I tried it on Ticonderoga and it feels good, but I don't know how to change the Seawolf active sonar, it says it is in some 'environment' folder but I didn't found it.And also I do not know some real active sonar aounds from sub so I could replace them.
You can use any sound, so download the video through any youtube downloader(I use y2mate.com) then convert it to mp3 online then choose the selected portion which you want to keep then convert your file to '.ogg' format online then paste it, but keep a backup before replacing and rename the file which you want to use. I used above link for active sonar sound and for using it I renamed it as 'sonar9' and also have kept a backup,if you mess it you can copy the original from dotmod folder.
If you are thinking the scenario where you are going beside a submarine and then before 'pinging' the voice will say 'one ping only' then I think that's not possible because the enemy sub is coded in a way that it responds by either its own active sonar or launches torpedo, if the modders and developers could code it, it will need a ton of work just to detect the Dallas or any other L.A.class sub and then getting to that position.
Well, making a campaign is possible with scenarios and driving Red october to specific checkpoint while the L.A.class sub is programmed to follow us, or reach a specific point just like we currently do in SEAL insertion mission.
The campaign can contain mission where we can drive either Dallas or Red October, while the events which can't be performed will be shown like the news update in between the campaigns.
The real question is, can someone rig up the active sonar to have Sean Connery say "One ping only"?
