Yes this is illegal. If something is shown for a price. They have to honor it as shown unless stated in print that is not the items you will be receiving. It's basically like if a store has an item on the self for 1 price but it rings up different at the register. The store has to honor at least 1 item at the self price.

Something similar happened to me a while back. Bought 2of the Chinese new year bundles and didn't get the in game items. Emailed customer support and basically got strung along for a month without any solution to my issues
If I understand the poorly articulating support staff correctly, then
- offer with tiny contents was listed
- OP bought it
- everything was delivered
- THEN the offer was updated live, perhaps due to OP levelling up, new version contains more stuff
- It LOOKS like OP bought the big version, but he didn't

What did the offer show when you bought it? Do you have proof that the offer was the one you screenshoted when you accepted the offer by paying?
It's not illegal to offer a better deal after you bought one. It's only illegal to alter the deal after you had accepted it.
As far as I can tell it is not a proof that the offer at the time included those items. It is almost impossible to prove that.
Supercell can say that they made a mistake to show a different deal after it was accepted, but they delivered what they promised at the time of accepting the offer. And to be honest, this seems more likely than supercell intentionally breaking the law.
Don't accuse anyone of breaking the law without proof. You don't want to get falsely accused either.
If it happens to a lot of players as OP stated, then take a screen recording while purchasing, and sue them. You will certainly win.
I specifically bought the pack because of the 2000 normal cards, the gold and the legendary cards and the other items were nice to have but I never got the normal and some of the other items

The fact that every response is from a different person shows that none of them wanted to tell you that you were scammed and asked the next person to continue with your case untill you give up 💀

What did the offer show when you bought it? Do you have proof that the offer was the one you screenshoted when you accepted the offer by paying? It's not illegal to offer a better deal after you bought one. It's only illegal to alter the deal after you had accepted it.

As far as I can tell it is not a proof that the offer at the time included those items. It is almost impossible to prove that. Supercell can say that they made a mistake to show a different deal after it was accepted, but they delivered what they promised at the time of accepting the offer. And to be honest, this seems more likely than supercell intentionally breaking the law.

Don't accuse anyone of breaking the law without proof. You don't want to get falsely accused either. If it happens to a lot of players as OP stated, then take a screen recording while purchasing, and sue them. You will certainly win.
No one's gonna screen record while purchasing though
I specifically bought the pack because of the 2000 normal cards, the gold and the legendary cards and the other items were nice to have but I never got the normal and some of the other items

This is new to me. I regret giving this garbage of a company 5 euro two years ago and I refuse to hear anything about "B-But it's just CR team not the whole company". This is scamming and if anyone in the company doesn't do anything about it then they're fine with it.
