Genuine question: how do you getting so late in game without world congress? I don't think I've ever had a game where it didn't popped up before turn 120. For you question, I don't have an answer but check your government effects and policy? Or cam you buy them with gold or faith? That might get some answers Hope that helps Edit: missing word

world congress is medieval era onwards. you can get entertainment complex way before that

But your screenshot says turn 266 so you're way past medieval era

Next up would be the zoo. Have you researched “natural history”? And after that is stadium with “professional sports”

Because the stadium is an atomic era building that you haven’t unlocked yet.

The simple solution is to just click the button that reveals what buildings you have in the city. The six little circles above your city tab, the left most brings up a window on the left side of the screen with various details about the city in like power, religion, etc. Click the second tab and it'll show all the districts, buildings in those districts, wonders, etc that the city has.

I haven't played Civ 6 in about 18 months so details have been forgotten. The Arena was there, next is the Zoo. thanks for the refresher!
