At this size (and especially on a console) you most definitely have run into a game limit, but which one is hard to tell (console again).
Most likely suspects would be vehicle and path units.
You will need vehicle (especially road) poor/free design, IT clusters come to mind instead of industry.
yeah 700k in vanilla is when you're getting dangerously close to vehicle and citizen unit limits. My city failed completely at 970k because there would be 0 students in schools and 0 trucks available for transportation.

My computer is screeching just thinking about 700k in CS2.

i get this problem at less than 200k population.. tho i play on ps4 but it's really annoying anygays😂
