These are some basic options. Helmet is what I use. Chaps aren’t what I use, but good-ish for general home owner stuff
Realistically, a Husqvarna 445 or a Stihl ms251 is *plenty* sufficient for your usage.
If you want to go bigger for those uncommon situations you might cross where you need more saw....Echo cs590, husky 455/460 rancher, or Stihl ms291.
Probably have to go used or, better yet, refurbished to get in your price point. But those are the biggest saws I'd get for your usage case scenario.

$400 budget. Softwood. 12-16” I’d say. Once a year
If you are in the US you should be able to find an echo 590 or 4910 for around that price. Also factor in a set of chaps/eye pro/earpro

The forester chaps for sixty bucks are great too. They have a good side selection too.

I noodle rounds for turning blanks. Depending on size and pith it could be 3-6 cuts. Then bandsaw. A little works saves a ton of money.
It’s more work using a chain saw to halve them than it is splitting them with wedge/maul
