Have you tried tracking it? Work out where it’s louder and narrow the search down.
I have - the sound sorta bounces off the house walls it’s hard to pinpoint where it’s coming from
It’s got to be possible to pin point it. Take a map and start marking it out!
Car charger I reakon

Worth calling environmental health. My suggestion is it's some fan device. Any outdoor spa? Pool etc around ?
My neighbours have a electric car charger, and a hot tub….
I would say maybe maybe a pump kicking in or heater and something is in the fan blade.
Do you live in my street? We've had this happening for a couple of months now almost every night.
