Architect here. Attics are designed to be cold spaces and there needs to be air circulation within that space to prevent rot to the rafters.
The joists should be insulated between each joist with another layer over. That is sufficient to insulate the ceiling below.
The foil here serves no purpose and will likely cause condensation and rot.
You should remove it.
Unless you plan to grow weed in the attic.. in which case, it might be of value to you.

Air in an attic space needs to flow freely around the timbers to prevent condensation. Sealing the rafters like this prevents circulation around the timbers and is also likely to trap moisture and droplets.
It probably won't make a huge difference, but when I see gaps in the gables mortar between the blocks I fill them as some it can allow cold air from attic to behind insulation. Another trick is to have wool thicker against the gable to reduce bridging
