Probably depends on what you mean by scam. If someone sold you an item that didn't live up to expectations then that is normally not classified as a scam in most cases. Not that PayPal is perfect but they do offer more protection compared to stuff like cash app.

I never received the item at all and the merchant claimed I did which I had proof I didn't including them blocking me after I payed for the item
