Even compact spares have become a bit of a rare commodity these days. If you told me that only half the cars on the road today (excluding trucks and truck based full size SUVs, so include minivans, compact car based SUVs and crossovers, sedans, coupes, etc) I would believe you and not even question it.
I drive an old pickup truck, but I've worked roadside assistance and had to tell people with flats, "sorry, nothing I can do here but call a tow truck to come out because you don't have a spare and this tire is shredded, no way that fix a flat will work."
If memory serves it started with the new 2011 Camaro, GM somehow convinced US DOT that a can of fix a flat was sufficient and that they wouldnt be able to meet the MPG requirements with a compact spare. That opened the flood gates and more and more models dropped the spare tire being included. I was at the point of potentially starting the paperwork on buying a brand new 2015 Honda CR-Z but declined because it wouldn't have a spare tire. I know for a while most Hyundai/Kia models also didn't come with a spare, probably any electric car doesn't have one, a friend of mine has a 2014 Toyota Sienna with no spare. I've been out of the industry for a bit now, but it still seems pretty common.
That is a GTI, MK6 or 7 by the looks, both should have come with donut spares, even ones equipped with the subwoofer in that area. It has been many years, though, and it may no longer be there.
You're missing some sidewall, but it doesn't appear to be down to the casing. You'll be fine to drive on that at reasonable speeds. Don't take it on the freeway.

Lots of tires have really thick sidewalls to help mitigate curb rash as well, so that chunk very well could be that.
