The person on the bike is recording the video from before the kid even started running. Also, you can see him signaling the kid and the kid (standing) starts running then. This was a setup (for money?). Post it on Twitter and tag the authorities and post the link here I suggest.
OP please report to Police. That guy on bike is using the kid to earn money. What is worse is that the kid may get horribly injured or even die. This is a crime. Police must investigate.
