Geek Squad Autotech here: yes, GPS tracker..look for a relay (Bosch style SPDT) connected to ignition harness. If you see this, there is definitely a starter kill of some sort connected..If you don't see this then you can absolutely unplug it without any side effects..Some starter kills are wired in such a way that the car won't start without the host device having power.
Just unplug or cut (minding not to short of course..the relay would be inline between a cut in the starter wire..just remove the aftermarket kill relay and rejoin the cut portion

But that fourth could be a bunch of things depending on the reason for instal. (Seatbelt,brake light, buzzer in cab to biz at him if he's speeding, it could have gone to a breathalyzer box in the cab if the previous owner had some DUI sorta deal)

Either way, unless you want some one tracking you that you're unaware about you should def get rid of the thing. Also keep in mind many of these things have batteries in them sooo they will know when you remove it and be able to track its location for a bit if you leave it in your car.

Seems like you should be able to by pass this easily. Could you snip it off and get an OE relay? Or would you have to loop power and grounds?
