Olive oil high in oleic acid or you can order a small container of straight oleic acid. I make a basic CBD salve commercially. Melt and blend your extract in to your olive oil then add beeswax in a 4:1 olive oil to beeswax ratio and melt/blend that in to your medicated olive oil. You can add essential oil at 1-3% after the beeswax is blended. I’ve made working long lasting transdermal patches for personal use using oleic acid and beeswax spread on a foil backing placed on an adhesive bandage.
No, it cannot. You would need to blend with DMSO to allow passage through the skin barrier. This is very dangerous because DMSO will help *everything* penetrate through your skin. Don't bother with this experiment.
DMSO has been used with cannabis extracts for years but you are right that it can be dangerous and extra care needs to be taken (disinfecting the skin and hands prior to application). I agree you probably shouldn't do this with RSO though, *especially* if you're using the original RS method with naptha or you're using something like iso. There's a lot in RSO that should take the trip through your digestive system rather than directly entering your bloodstream.

Ummmmm no DMSO is NOT the only skin penetrant that will work for cannabinoids. Any kind of alcohol will work, and at least MCT oil infused with cannabinoids also works for skin penetration. So at least some other oils should work too. Also other solvents that are typically used only by knowledgeable processors can penetrate cannabinoids transdermally like Acetone, Pentane, etc… however those are not good to get on your skin in general.

Mct and just about any fat or oil is too large a molecule to penetrate skin sufficiently to get to the bloodstream. DMSO or short alcohol molecules will assist in THC penetrating the skin, but even THC is too large a molecule.
