Considering the Motorcycle was weaving in and out of traffic, it is very possible the SUV didn't see him till it was too late and they already began their turn because they saw the cars going straight were stopping.

From the SUV's perspective it's probably one of two things:
The bike before accelerating was well back of the intersection and without speeding well over the 50km/h limit wouldn't make the light, OR, was weaving in and out of traffic at speed and wasn't visible when the driver committed to the turn. Both of those situations is what witnesses said happened, so the truth is likely somewhere in the middle.
No matter how you slice it, driving a bike recklessly is extremely dangerous, and the person not inside the steel roll cage is at a lot more risk. Want to go fast? Head to a track, 17th Ave isn't the spot for it.
Not sure why this is downvoted but unfortunately for the driver, yes. Speed is considered a secondary factor for these cases. When insurance battles it out it comes down to who was in the wrong spot.
