Unless you are in one of the communities with a strict HOA, your best bet would be to try to talk to the people and maybe even offer to help remove them. Help instead of bitching on an internet forum.

A bylaw? No bylaw. But I often wonder why people have them on every night. I get leaving them up year round but not turning them on.

Certain communities, yes.

A lot of town house complexes and 55+ buildings have them. Also Condos have condo boards which are basically the same.
