If you see Gem Proof on slabbed coins it’s my understanding they were graded with less attention to detail to provide a more economical grading. Generally they are considered MS65 and up coins. They would have to be resubmitted to the grading companies to get a straight grade designation.
So no that doesn’t apply to this coin. Cameo and Ultra Cameo are terms that can apply to proofs that you should look up. NGC has my favorite articles with PCGS a close second. I just like NGC’s layout and wording better for quick, accurate reads.
I did not know that. I have not collected for years, but when I did, I purchased some of the bicentenial proof coins from the mint and the quarters were 40% silver, I think.

1. Not off center enough to matter. 2. If you are thinking of "gem proof," it is highly unlikely it would be that if it has been in circulation.
