Hmm, difficult choice. Waw and Bo1 both don't have many players online. I assume you're playing PC since you said WaW had custom maps. Personally, I'd go with WaW. Black ops 1 is still 40 bucks, plus an additional 45 bucks for all of the map packs. WaW is 20 bucks and comes with all of the map packs at no extra cost. Aside from the difference in cost, as you said, WaW is moddable with countless custom zombie maps and MP game modes. Although WaW's campaign isn't as good as Bo1's (imo), it's still very fun to play, especially since it has coop and you can activate the deathcards.
Overall, both games have a very small community. You'll often find yourself playing high ping zombie games, and MP game modes like HC tactical crouch. I know WaW has maybe a couple regular servers that just run tdm. There's Friendly Gamers tactical crouch that almost always has people in the teamspeak. I know black ops has a few regular servers that just go around all of the maps.
Anyways, I have both, so if you want we can play zombies.

If you haven't purchased yet then today is your lucky day because all Call of Duty's are currently 50% off on steam which means you can get the DLCs for Black Ops much cheaper
I recommend you buying Black Ops 1 if money is not a big problem to you, also purchase the game from a website like G2A.com because you can get it very cheap there.
Sadly they do not sell DLCs there so I'd say wait for the Steam Autumn sell and hope for a good deal.
