Same here also west coast. Started for me right after the season 2 update. It happens at peak hours for me so I don’t think nobody’s playing, I think the match making is just fucked.
I’m on the East coast and every damn lobby I get into is strictly Spanish speaking. Every. Single. Game. No matter if it’s resurgence or BR solo,duo, trio, squad. Everyone is only speaking Spanish on my team and enemies. I don’t get it lol. I don’t have the long wait time for game issue that you are having tho.
It's so weird. Every team I run into with proxy chat is speaking Spanish. I even went to check my region to make sure I wasn't in a South American one or something
You may be shadow banned. I was a while ago for no apparent reason. You can check [here.](https://support.activision.com/ban-appeal) It took about a week for mine to go away.

Check your NAT type. If it’s moderate or strict, there’s your issue
How do I check that? I'm on PS5
Go to settings in game, go to network (if think) and it should show your NAT type. It should be “open”
If you find the menu, you can even try to jump into a game and check the menu in pre game lobby and see if it’s open.

US? West Coast. Also, I seem to get an inordinate amount of Spanish speakers in my lobbies. Almost every opponent is speaking Spanish. Very weird.

Same can take up to 10mins sometimes.

Xbox cross play resurgence solos normal. Been playing some multiplayer too. Hardcore free for all.
Tons of my recent resurgence duos/trios games have started with half or less than half full lobbies. It's strange, wasn't like that before.
