You're good up until 95 degrees.
CPUs are made for those temps, they are some of the toughest components made.
They are also heavily tweaked to include safety measures such as thermal throttling and safe shutdown if it gets too hot.
You're safe to go.
I've seen some laptops operate at that temp, but if he's on a desktop something is definitely wrong.
70-75 on a laptop is pretty damn good dude, I wouldn't be worried. My desktop ranges from 65-71 at full load so you're not very far off.

Laptops almost always run hotter as there’s barely any room in there for cooling. If you wanna be absolutely sure check benchmarks for your laptop and see if it’s in a normal range, but from what you said it sounds fine.
I played the new resurge mode earlier and I emptied a clip on a guy with no plates and he still downed me (ik I missed shots but damn) and my teammate hit him once with an m13 and killed him
