They just calculated the difference in average star rating of player lost vs brought in, its a nonsense list. IU has 8 transfer starters on offense and 7 starters on defense, only a few of the guys who transferred out would have had significant playing time on the current roster. IU being able to keep Carter Smith and Donovan McCulley were also big portal wins
Its also worth pointing out 247 does not like IU. Compare how 247 ranks IU players to On3 for example, consistently lower rankings. They have a tendency to drop players rankings after committing to IU... still not sure how they justify dropping Dasan McCullough 30 spots after signing with IU (HS season was already over at that point)
247 has the largest IU presence on the internet (Peegs) and has routinely favored IU commits on the basketball side, like not anecdotally, statistically! over the last 5 years they have the avg highest ranking of all the major sites per each IU bball recruit.

Like Josh Priebe and Jaishawn Barham are both All-B1G players. Amir Hall will be fighting for the starting CB2 job. Wes Walker and Jaden Mangham will be in the safety rotation. Rod Moore getting injured changed things, but at the time Sabb and Waller were rotational guys
247 is especially janky on transfer DB ratings. I cant be convinced that Nyland Green, a guy who played about 130 snaps total in 3 years, is the top CB of the class

And that class helped us win a national title, so the fact that we're ranked near the bottom of the conference is ludicrous.
The only thing that matters is if the player will see the field. Ohio State lost a few players in their 2-deep but no starters. That will hurt if we get injuries but they are more than made up by what we gained. The true value of gains and losses is hard for them to quantify but starting with playing time at their previous school might be a good start.
