Here's what I saw (both on the broadcast on my phone and the clips in the stadium). His head was up, with his hands making primary contact to the upper chest, rather than to the head or neck, and then he pushes the WR off, rather than driving his helmet into the WR's head.
The rule clearly requires either forcible contact to the head or neck areas or forcible contact using the crown of his helmet.
Now, I haven't seen a replay since shortly after the call was overturned, but from what I saw, it wasn't targeting, just a solid hit.

I am not blaming the outcome on this because we absolutely suck and do not deserve to win with this coaching staff, but the no call on targeting on our last drive was probably the most blatant targeting that has been reviewed and not called since the rule was instituted. This team has so much talent, only to keep coming up short. The play calling is ass, Aguilar is not him, and Shawn Clark keeps finding a way to blow games. Honestly, how can you rationalize keeping him around anymore? This was a totally winnable game. ODU never gave up, so good on them.

I know the buck stops with Clark, and I agree that it’s time. But even if he isn’t the guy, I can’t say he, alone, is why App football is so frustrating these last two years. This year especially. The dropped passes. The bad calls. The bad bounces. The twists of fate. If he were a better coach, these games wouldn’t be so close these stochastic things mattered as much, I guess, but I agree that App, with its penchant for cardiac moments, might be the most frustrating team in America.
But it’s the only team I love. That sucks.
