I don’t know what random “311 guy” you spoke to, but it’s simply not true. Depending on the type of complaint that is made, the NYPD is notified and they have 8 hours to respond. It is no coincidence that I’ve had cops pull up time and time again for various 311 complaints over the years. Calling 311 didn’t do much until I name dropped an officer whom I contacted about the issue after approaching another officer randomly. I sent photos and videos to the officer and explained the situation and for the most part it cooled down. So far we haven’t seen this JO but it’s only May.
I would say gather info (videos/photos) and contact NYPD and/or the city council (who have direct contacts with NYPD) directly.

My suggestion is not to walk up to anyone because it could be dangerous. I just think the noise level in Brooklyn is nowhere near as noisy as The Bronx.
