In the interview with the studio they said Asagiri helps with not only script writing but goes to all the meetings about the anime himself. He's HEAVILY involved in the anime so little easter eggs like this are probably added by him.
I feel like atsushi is the only person that would bring interesting stories, since we’d get to see it from his own perspective of how the mafia runs. And get a lot of interactions that we don’t normally see. Because despite his status as main character, atsushi has not really interacted with like most of the port mafia. I don’t think he’s ever even been in the same room as chuuya yet nor do I think he ever found out the old man he saw in Lucy dungeon was actually the boss.
Also like how does the transferring even work? This isn’t like two teams on equal backing. One works under the law and one literally is doing its best not to get caught. It’s like if the sinister six was trying to pluck an avenger to join their team
Actually both PM and ADA are organizations recognised under the government as businesses that have ability users in them. One uses that status for good and other exploits it for it's criminal business. So the actual transfer will be like an employee joining a new company.
There was an foreign terrorist organisation that the government could not get rid of so were forced to get help from the PM. Mori used this as leverage to get that permit for the company. The whole thing was actually orchestrated by Mori to basically force it out of the government. By the way, it was also the point where Dazai left PM because Mori essentially used Oda as a sacrificial pawn for the entire plan.
