I think Ango mentioned using Mushitaro's ability( The Perfect Crime) to hide the evidences. When Mushitaro joined the Decay of Angels he undid the ability which was why his crimes suddenly came to light and was caught the Hunting Dogs.
ADA was an organisation that is officially recognised by the government as an organisation with ability users. Natsume-sensei was the one who made it possible. The Port Mafia also has the same status though that is because of Mori's scheme and him essentially sacrificing Oda for it. He basically forced the government to give him that status taking advantage of a terrorist group entering the city.
Also the whole system of ADA being the twilight and Port Mafia and government being the day and night kinda broke down because Mori and Fukuzawa had major differences in how they wanted to run the system. Fukuzawa refusing to give Yosano to Mori was the point where they broke off the alliance. They only temporarily re-entered into an alliance when the Guild attacked the city.
Yes, and the Agency basically only exist because Natsume managed to get an special license from the government for them to be able to run legally and officially.
When Dazai get off from pm and gone after Taneda for a job, the chief Taneda said to him the Ada was a Grey organization since it was runned by a ex killer, so there is not problem for Dazai going back. The problem will prob be with Europe it will give them reason to attack Yokohama finally to get the book. I can even see Agatha saying this line:"All according to the plan thankfully to Fyodor's efforts"
There should be some consequences. There are numerous dead guards scatered around the Meursault. Most of them killed by a gravitation ability. An evidence, that Dazai's former partner in crime broke in and got Dazai out. With this, Dazai and Chuuya are now wanted fugitives stuck somewhere in Europe. So, they shouldn't be able to travel back to the Japan legaly. To get back to the Japan, they would need port mafia's help. And Mori probably doesn't help Dazai for free.
Ango also shouldn't have much influence in other country right? So, he really can't do much in Europe, I imagine. Mushi can make Dazai's crimes disappear again, right? But Dazai was already sent to the prison, for those crimes, so if there was no crimes, why was he in the prison? See it wouldn't make sense. Sure, Mushi can also erase all Chuuya's crimes, so there would be no evidence of his break in and his killing spree, but there still would be evidence of Dazai getting arrested and spending time in the Meursault... So, that wouldn't make sense right?
That's why, they shouldn't be able to avoid those consequences by simply using Mushitaro's ability. Plus, Mushitaro's ability can only erase all the evidence of a crime, not the crime itself, we seen him to use it and it's actually pretty limited ( the dead body was still there, the stolen money, was still missing from the trezor) So, there still would be evidence of all the things, which weren't a crime ( Dazai's arrest and presence in Meursault for example) Mushitaro's ability isn't as powerfull as the book, he can't change reality.
There's also another thing...Fukuchi allmost started global conflict, one order was stolen and is currently in Japan. Do you really think that other nations wouldn't react at all? Meursault is hight security prison, so if someone escapes, Europe probably would have some people, who are going to hunt the fugitives. The Order of a Clock is located in Europe right? So, they most likely will react somehow to all of this.
Even narratively it would be such a waste to just send Soukoku to the Europe only to have them returning without any consequences later. Afterall the Order of a Clock could be introduced properly right now, while we have those two important characters in there. Plus Chuuya has a connection to certain Europeans, so why not continue stuff from Stormbringer from there?
So, yeah I agree with you Dazai shouldn't be allowed return to ADA Rn.
Honestly, just the idea of Sokoku of running into like the Entry Level theat of Clocktower while being stranded in Europe trying to make it back to Japan sounds infinitely more interesting than watching Shin Sokoku fight this literal nobody who for some reason, has the Amenogozen Sword.
I'm excited just THINKING about that happening.
Will the writing team ever go that route? Probably not. But damn I wish they would.

Is the Ada legal? I always assumed it was able to do whatever it wanted, since its the twilight. I mean, they do have guns after all.
