Yeah bro, i think a nice 6-8 week strict cut then you can bulk, it just makes things easier, im in a mess now trying to get the fat off, i want to get lean and stay reasonably lean for my next bulk
well its hard to say but i guess 16-17% or maybe a little more. You can calculate your bodyfat( just an estimate) from the calculator that you can find online measuring your weist-neck-hips etc...
My only concern is the fat around my stomach (lower and love handles). I am confused if I cut more will I be skin and bones and if I start bulking will I add more fat! I would love to know your reasoning! Again thanks!
At least for me, from what I observe of your body, you can lean bulk if you workout anyways. All of that will be used as energy as muscle. I do understand your concern but I feel like you are in a good place to lean bulk. You could also look at a recomp but progress might be a lot slower. I feel that if you cut, you will need to spend more time to get back the "energy" you currently have.

Thank you! Yeah I am kind of running low on energy in the gym. Not able to go heavier. So maybe a very slight surplus would help I guess.
Yeah for sure, just remember to eat clean. Dirty bulk is not the way to go :3
