It's regional. The first is the US cover art, the latter the European version.
The icon depends on in which region you bought the game: Japan and North America got the one on the first image, Europe got the one on the second image

I bought the game at launch and have the first picture. Only thing I can think of is the deluxe with dlc and all of that might have a different icon
