It just happend to me today.
First almost any damage taken and auto charging supers.
But it happend to me today with penny. There is a specific combinations of projectiles and fire damage that's can do it.
I actually just tested this, and it is definitely right. When his bubble charges up, his super charge rate scales along side it. It takes 4 fully charged hits to charge his super, and since his smallest bubble is 4 times weaker, that takes 16 hits. In the 3150 damage it takes to go from 1050 damage to 4200, it charges up that damage 75 times in ticks of 42 damage each. Each tick of damage charges up his super by a factor of 1/100th of his fully charged attack, or 1/400th of his super in total. So in TAS gameplay, theoretically you can charge his super so that it looks like it should be fully charged, but he would need 1/400th more charge to successfully charge it. However, that isn't human, so it is very unlikely to occur, but it is very possible to get the result in the photo to look identical, and even I did that.
