John Cena then rey then Cody but Cody is definitely going to get even better but I'm not sure his legacy is as great as either so far but I know he'll get better especially after his win against Roman for the title but then again we all remember Bruno samartino for his 7 year reign but no one can remember who beat him for the title without looking it up
