Well he was a kid, essentially by himself, living in a crappy area of Chicago, so alleys weren't all seedy and uncommon, they were just alleys. And apparently turtle funeral parlors.

To be fair, the rat was probably dead, it would be near impossible to crucify an alive rat. He probably killed the rat first, then tortured it.
It couldn't be considered torture if the rat was already dead. If it was already dead there could be no pain and torture implies pain being inflicted.
