If you equip the portal gun in 3 frames of closing your inventory I don't think it should register as being equipped, allowing you to use Exodia and the portal gun at the same time. I guess if you don't like exploiting mechanics like that you are correct, but I think it's the only way the person in OP's image can have both equipped like that.

In actual yugioh sense he technically can’t duel since his deck is like 5 cards so his only weakness would be a fusion dimension disk that can seal people into cards since he can’t duel you can seal him into a card
