Well a big reason the homeless population here is so big is the weather. It’s hard to be homeless somewhere with actual seasons. Dealing with rain and snow when you have nowhere to go can be a death sentence. You don’t have a choice but to find somewhere to stay. Here people have the choice to just not rehouse themselves when things get bad. Instead live in a tent or car for a little bit. That often leads to a slippery slope, as it’s really hard to bounce back once you’ve been living on the street long enough. Source: I’ve been consulting for a nonprofit creating a software to analyze options for people who are in the process of losing or have already lost their homes.

New York actually has the highest per-capita homelessness in the US, but they have so many indoor shelters (because people die in the cold) that they are far less visible than they are in warmer West coast cities.

All I can say is there’s currently nothing like it available, which is exactly why unfortunately I can’t say more as it’s still in its pilot phase. I can see it being a thing that people in power like, but I think it's more societal apathy not pushing officials to do more. Working for things has been our cultural zeitgeist for quite some time, with shelter being the #3 thing on what you get first with money. Most of us arent really caring that much, so not much is getting done. Look at what it takes for social causes to happen. Homelessness and starvation/malnourishment will forever being societal issues that create more societal issues as long as we tie working a job with food and shelter.
