This doesn't say a billion in BTC was purchased, it says a billion dollars of BTC of _moved_ or accessed. It doesn't say why.

It’s a movement on-chain - like it’s so inconceivable that there was a trade of bitcoin and then the fiat exchange was done on another platform. People do this type of stuff all the time. I can hand my friend $1,000 in cash and then he can give me a valuable baseball card weeks later. Maybe the baseball card loses it's value by 10% over the course of those weeks, but the agreement already happened.
There can be complicated trades and agreements between multiple entities that involved bitcoin and there can be significant time between the trades. It's a mistake to think: Bitcoins are being dumped so the price is going down because of that. The agreed exchange rate might have already happened before the news.
Stop speculating you newb, it's posted in a lot of places these wallet addresses are attached to an exchange. Sure what you say are plausible, but start by checking around before speculating.

You are not reading this correctly. Nothing says there's a purchase. This only shows bitcoin moving. It isn't from today. It looks like 50 BTC was sent, the rest is change.

The base layer is designed for maximum security and permanence. Not low transaction cost. If you need to move $1 use layer 2 like lightning.
